Summary The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges. Responsibilities Major Duties and Responsibilities: Incumbent serves as Director of Engagement and Recruitment at the National Intelligence University. The Director manages long-term strategic and day-to-day operations of the Office, to include overseeing the activities a team of recruitment, marketing, creative services, and website management professionals. The Director supervises and manages personnel and administrative tasks for the organization, in addition to providing strategic direction for it in alignment with NIU strategic objectives and goals, especially the NIU Engagement Strategy and Recruitment Plan. The Director engages with elements across the university, ODNI, the IC, and external entities, as appropriate, to raise the profile of the university and advance its mission. These activities include managing organizational communications activities, website updates, and other NIU marketing, public-facing materials, and required support to recruitment activities. In addition, the Director serves as executive secretary of the NIU Agency Chairs Council and participates in university governance through NIU committees and councils. The Director is a direct report to the Deputy for Research Support & Engagement. Keeps abreast of new policies, procedures, regulations, directives and develops, recommends and issues adequate instructions to subordinate elements for proper implementation. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Strong judgment and critical thinking abilities as evidenced by leadership of complex projects in a dynamic, fast-paced environment. Superior leadership, to include managerial experience that involved setting employee expectations and managing team performance. Superior ability to execute senior-level guidance and translate strategic goals into specific objectives with appropriate metrics and methods to track progress towards meeting those goals. Superior communication skills, including the ability to clearly convey complex information both in writing and orally. Strong interpersonal and supervisory skills to lead and foster a diverse, collaborative work environment. Superior collaboration and consensus-building skills, as demonstrated by the ability to work across organizational boundaries and with personnel at all organizational levels. Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current issuances. Participates in briefings and meetings. Desired Requirements: Experience working across IC boundaries to accomplish organizational missions. Knowledge of marketing and communications tools and strategies. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
