The City of Saint Charles Human Resources Department is currently recruiting for the position of Facilities Superintendent. The purpose of this position is to plan, supervise and direct employees or contractors engaged in maintaining and repairing city facilities and buildings. This position supervises work crews engaged in preventive and routine maintenance of city buildings, equipment and facilities, including plumbing, electrical and mechanical systems. The position is also responsible for planning and facilitating capital projects for City facilities.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.

  • Plans and assigns preventive maintenance and repairs for facilities to include asset inventory and industry standard maintenance schedule.

  • Oversee/assure optimal functionality of building systems (HVAC, fire/life safety equipment, elevators, UPS, generator, etc.)

  • Develop and implement operating and capital improvement budgets.

  • Assists in establishing division policies, goals, and objectives.

  • Manages contractors and projects; estimates labor and material requirements; prepares construction, renovation, purchase and contract specifications; and inspects contracted work for conformance to standards.

  • Prepares various regular and special reports.

  • Responds to inquiries and complaints, both by telephone and in person.

  • Serves as a liaison to other departments, contractors and the public.

  • Assists other departments, as needed.

  • Manages Security of facilities.

  • Must work the days and hours necessary to perform all assigned responsibilities and tasks.

  • Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other person or organization with whom interaction is required to accomplish work and employer goals.

  • Must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.

  • Identify and implement cost reduction initiatives.

    Supervisory Responsibility

  • Supervises Facility Division Employees; sets expectations and goals for employees and works to ensure employees are successful.

  • Responsible for training needs, tracking performance, coaching and motivating team.

    Minimum Training and Experience Required to Perform Essential Job Functions

  • Bachelor's Degree in Facilities Management or related field.

  • Six years facilities management experience with three years supervisory experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

  • Experience may be substituted for education. CFM preferred.

  • Ability to comprehend, analyze and interpret complex drawings, contracts and documents.

  • Ability to write reports, manuals or information papers in a clear concise manner.

  • Ability to effectively respond to sensitive issues, complex problems or concerns from co-workers.

  • Excellent problem solving and conflict resolution capability.

    Other Skills and/or Abilities

  • Proficiency with Microsoft Office Suite.

  • Ability to coordinate and organize various work activities.

  • Ability to analyze and understand facility related equipment.

    Physical Requirements

  • Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as heavy equipment use.

  • Ability to climb ladders and access restricted spaces for the purposes of inspection and identification of repairs/maintenance.

  • Ability to exert mildly heavy physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling up to 100 pounds.

  • Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors and textures associated with job-related objects, materials and tasks.

    Environment Adaptability

  • Ability to work under moderately safe and comfortable conditions where exposure to construction site environmental factors such as temperature variations and extremes, odors, toxic agents, noise, machinery, traffic hazards, wetness and/or dust, may cause some discomfort and where there is a risk of injury.
